军队参与抢险救灾财务保障能力在近年军队参与抢险救灾活动中不断提升,但任务的多变性、不可控性使得单纯依托军队内部进行财务保障活动不能及时有效的完成任务,应当针对抢险救灾任务的特点与要求,对财务保障能力进行差距分析,将制定军民联合保障预案、完善社会化应急资金筹措手段、规范社会化经费供应制度等社会化元素纳入其中,加强军队参与抢险救灾的社会化财务保障能力。
The ability of the armed forces to participate in the financial support for disaster relief has been continuously improved in the armed forces participating in the rescue and relief activities in recent years. However, the variability and uncontrollability of the tasks make it impossible to accomplish the tasks timely and effectively by simply relying on the internal financial support activities of the armed forces. And the requirements of the gap between the financial security capabilities will be the development of joint military and civilian security plan, improve the social emergency financing means, standardize the socialization of funds supply system and other social elements into them and strengthen the armed forces to participate in disaster relief socialization financial support capability .
