1990年10月1日实施的《公路路政管理规定》已明显滞后于我国公路交通事业发展现状.交通部于2003年1月27日新颁布的《路政管理规定》所体现出的时代底蕴和立法技术是过往法规、规章所不及的.本文主要阐述了《路政管理规定》在确定路政管理工作原则、配备路政管理人员以及架构篇章体例等方面的重大变化及其规范性和科学性.
