(一)在管理思想上,确立医院管理的核心是人的观念。把人当人看待正是我国文化的可贵所在,因此,医院领导要特别重视尊重职工的人格,关心他们的需要,激发医务人员主人翁的责任感。(二)在医院经营管理上要根据卫生事业是公益性福利事业和社会效益第一的原则。既重视医疗质量第一,又重视创新;在杜会效益第一的前提下,尽量挖掘经济效益。(三)在管理职能上要突出中国特色。医院发展规划,达标上等要服从于区域卫生规划;组织结构上,区别好党政两大系统的职能与关系;控制工作要脚踏实地地按照医院分级管理标准考核。
(1) In terms of management ideology, it is the concept of human beings that establishes the core of hospital management. Treating people as people is a valuable part of our country’s culture. Therefore, hospital leaders must pay special attention to respecting the personality of employees, to their needs, and to inspire the sense of responsibility of medical personnel. (b) The management of hospitals must be based on the principles of public health welfare and social benefits. Both emphasis on medical quality first, but also pay attention to innovation; on the premise of the first benefit of Duhui, try to dig economic benefits. (3) To highlight Chinese characteristics in the management function. The hospital development plan, up to the standard, must be subordinated to the regional health plan; organizational structure should distinguish between the functions and relationships of the two major party and government systems; and the control should be based on the hospital’s hierarchical management standards.
