发达国家,尤其是英美日在灾难治理方面起步较早,积累了丰富的经验,主要体现在:灾难治理的组织机构日渐完备;灾难治理的运作机制更加协同;灾难治理的法律体系日益完善;灾难治理的资金保障更加有力;灾难治理的信息披露更加透明;灾难治理的参与主体逐渐多元;灾难治理的端口逐渐前移;灾难治理的教训得以及时总结。深入分析并总结这些国家灾难治理举措,目的在于从中找出于我国可资借鉴之处,提升我国政府灾难治理的水平和能力。
The developed countries, especially the Anglo-American countries, started early in the field of disaster management and accumulated rich experience, mainly reflected in: the organization of disaster management is getting more and more complete; the operation mechanism of disaster management is more synergistic; the legal system of disaster management is getting better; and the disaster The financial guarantee for governance is more powerful; the information disclosure of disaster management is more transparent; the participants in disaster management are gradually diversified; the port for disaster management is gradually moving forward; and the lessons learned from disaster management can be summarized in time. In-depth analysis and summary of these countries disaster management initiatives, the purpose is to find out where our country can learn from, to enhance China’s government disaster management level and ability.
