英国泰奥克萨德集团董事长皮茨根据自己多年的实践和研究认为,要有效地调动职员的积极性,应将所有职员按其工作性质进行分类,然后按照不同类别采取不同措施。一、基层工作人员(包括车间生产工人和基层管理人员)。这部分职员人数众多,工作内容比较固定和具体。要调动他们的积极性,使他们有效地完成自己的任务,主要采取四种措施:(一)给他们规定明确的目标,提供做好工作所必需的物质条件,并有一套评价工作的标准。(二)加强培训,提高他们的业务能力和对自己本职工作意义的认识,使之能自觉地共同完成企业的经营目标。(三)让他们参与管理,这样既可锻炼干部,又可使他们不致感到被置之事外。但要注意,参与管理的内容应限于他们的工作范围之内。(四)实行合理的工资福利制度,保证他们的经济收入,这对于调动基层工作人员的积极性是至关重要的。二、中层管理人员。这些人负责实现比较长期的目标,要为下属职员及基层管理人员制定目标,包括成本、效益和产量等方
