近日,湖南省长沙市出台了《长沙市特殊教育提升方案(2015-2017年)》。该《方案》提出,力争到2017年,办学条件和教育质量明显提升,适龄的三类残疾(视力、听力、智力障碍)儿童少年义务教育入学率达到93%,其他残疾人受教育机会明显增加。根据《方案》,该市将在湘江以东,新建一所以培智为主的市级综合型特殊教育学校,以“方便入学、分类分层”为原则,于2016年启动
