19.Drawing from the principles contained in the Yokohama Strategy for a Safer World:Guidelines for Natural Disaster Prevention,Preparedness and Mitigation and its Plan of Action1o and the Hyogo Framework for Action,the implementation of this Framework will be guided by the following principles,while taking into account national circumstances,and consistent with domestic laws as well as inteational obligations and commitments:(a) Each State has the primary responsibility to prevent and reduce disaster risk,including through inteational,regional,subregional,transboundary and bilateral cooperation.
