战略管理明确了组织的使命与目标,为组织系统、持续的发展提供了方法,为组织的未来勾画了方向。但是,战略管理在公共部门中的应用还不成熟,面临着诸多限制与问题。本文探讨了公私部门的区别,并对公共部门战略管理的内容与过程的限制因素进行了分析,在提升公共部门战略管理能力上做出了方向性探讨。
Strategic Management defines the mission and objectives of the organization, provides a means of organizing the system and of sustainable development, and provides a direction for the future of the organization. However, the application of strategic management in the public sector is not yet mature and faces many limitations and problems. This article explores the differences between the public and private sectors and analyzes the constraints on the content and processes of the strategic management of the public sector and makes directional discussions on how to improve the strategic management capabilities of the public sector.
