去年以来,各部队下大力狠抓了基层后勤规范化管理,涌现出了一批基层后勤管理“达标”的先进单位,使基层后勤管理的质量有了明显提高。这种以较多人力、财力和物力所开创的新局面能持之以恒,不“滑坡”,仅仅依靠外部动力——机关检查督促——是不够的,更重要的、起决定作用的是要依靠基层自身的内在动力。为此,笔者认为,应着重抓住以下“四力”,形成强有力的内在动力,确保后勤规范化管理的持久性。一、狠抓经常性教育,增强全员参与后勤管理的意志力
