采矿活动对地下水系统整体性、目的性和动态性的影响,导致矿区地下水系统功能或结构变化,阐释着法律制度的应变及其朝向,决定了矿区地下水系统法律保护的维度。矿区地下水系统的法律保护,应加强地下水规划水资源论证;保障疏干水资源化利用;完善地下水监测和预警制度;满足矿区地下水系统功能可持续利用的法律需求。
The influence of mining activities on the integrity, purpose and dynamic of groundwater system leads to the change of function or structure of groundwater system in mining area. It explains the legal system’s response and orientation and determines the dimension of legal protection of groundwater system in mining area. The legal protection of groundwater system in mining areas should be strengthened demonstration of groundwater resources planning; to ensure the utilization of dry and water resources; improve groundwater monitoring and early warning system; to meet the legal requirements for the sustainable use of groundwater system function.
