理查德·卡兹和彼得·梅尔是当今西方学术界最有代表性的两位政党研究学者,他们基于政党在社会与国家中位置变化而创立的卡特尔政党研究范式,已经成为西方最有影响力的政党组织变革理论。他们对艾德斯维尔德政党分层理论的去蔽化和进一步开拓,促生出之后两大新的理论模式并替代了传统、僵化、铁板一块的科层制政党组织模型:一是卡迪的政党分立模型,二是博莱叶的政党组织科层制、分层制和联邦制的三重化发展模型。随着外界环境的变化,政党组织在不断调适自身的同时又改变着环境,这是政党的适应性变革而非衰落或危机。放眼未来,政党民主依然是民主制度的基础性结构。
Richard Kats and Peter Meyer are the two most representative scholars of political parties in the Western academic circles. Their research paradigms based on the changes in political parties’ positions in society and in their countries have become the most Influential theory of political party organization change. Their delayering and further development of the stratification theory of the Eidesvide party promoted the creation of two new theoretical models and replaced the traditional, rigid and iron-clad bureaucratic model of party organizations: First, the party of Cady Discrete model, and the other is the model of the triplex development model of bureaucracy, stratification and federalism in Braila leaves. As the external environment changes, the party organizations constantly adapt themselves and change the environment. This is an adaptive change of political parties rather than a decline or crisis. Looking to the future, party democracy is still the basic structure of the democratic system.
