虽然失业保险在保障失业者的基本生活、提高劳动效率和社会福利方面发挥了巨大优势,但却不可避免地扭曲了劳动力市场的资源配置,导致更高的失业率。许多经济学家不断尝试对失业保险的具体内容进行重新设计来降低其内在风险,使其扭曲成本达到最小。本文系统地收集和整理了相关的研究文献,试图归纳出最优失业保险制度的主要内容和特点。 Although unemployment insurance has played a great advantage in safeguarding the basic livelihood of the unemployed, improving labor efficiency and social welfare, it inevitably distorts the resource allocation in the labor market and leads to a higher unemployment rate. Many economists are constantly trying to redesign the specifics of Unemployment Insurance to reduce its inherent risk and minimize its distortion costs. This paper systematically collected and collated the relevant research literature, trying to conclude the main contents and characteristics of the optimal unemployment insurance system.
