人力资源规划是人力资源管理的重要职能,并且与企业的人事政策融为一体。但是,在传统的人事管理中,人力资源规划只是静态的信息收集和相关的人事政策设定,无论在观念上还是实践上都有依赖以往规划而一劳永逸的惯性。这种静态观念与动态的市场需求和人才自身发展的需求是不相适应的。因此,在现代的人力资源开发和管理中,应把人力资源规划理解为:企业根据其战略目标及外部具体环境的情况,以科学规范的方法,进行人力资源需求和供给的分析预测,编制相应的吸引、留住、使用、激励的方案,为组织的发展提供其所需要的员工,以完成组织发展目标的过程。
