文化馆作为政府设立的公益性文化事业机构,是公共文化服务体系的重要组成部分,在文化建设工作中承担着普及文化艺术知识、组织开展群众文化活动、开展社会艺术教育工作、传承优秀民族民间文化等重要的职能作用。因此,开展并推进文化馆免费开放服务,既是党和政府的要求,更是人民群众的要求、是文化馆健康发展的需要。对于整个城市而言,文化馆免费开放服务的推进,更意味着开拓了提升城市整体文化素养、升华城市精神风貌的新途径。
