近几年来,随着商品经营范围和价格的不断放开,流通领域的竞争日趋激烈。平山县供销社由于受旧的流通体制的制约,业务经营呈萎缩趋势,相当一部分下属企业销售滑坡、效益下降,甚至大额亏损,截止1992年底,全系统亏损单位21个,亏损面达45%,亏损额425万元,严重影响了供销社的生存和发展。为改变这种局面,县供销社解放思想,更新观念,大胆探索,从1993年元月起,引入农业“大包干”和个体商业的灵活机制,对全系统427个工业品零售门店全部实行了自筹资金、自主经营、自负盈亏的“公有私营”改革,在不改变供销社集体所有制性质的前提下,实现了流动资金所有权的转移,把公有制的优越性与职工个人经营的
In recent years, with the constant liberalization of commodity business scope and prices, competition in the circulation field has become increasingly fierce. Pingshan County Supply and Marketing Co., Ltd. was constrained by the old circulation system, and its business operation was in a shrinking trend. A considerable part of the subordinate enterprises suffered a decline in sales, profits, and even large losses. By the end of 1992, there were 21 loss-making units and 45% of losses. The loss of 4.25 million yuan has seriously affected the survival and development of the supply and marketing cooperatives. In order to change this situation, the county supply and marketing cooperatives emancipated their minds, updated their concepts, and explored boldly. Since January 1993, they introduced a flexible mechanism for agricultural “big packs” and individual businesses, and implemented all 427 industrial product retail outlets throughout the system. Self-financing, self-operating, and self-financing “public-private” reforms have achieved the transfer of liquidity ownership without changing the nature of the collective ownership system of the supply and marketing cooperatives, and the superiority of public ownership and the personal management of employees.
