The U.S. military and government leaders regard the export of weapons as an effective means of expanding and consolidating their influence around the world and guaranteeing their military production capacity. At present, the U.S. authorities have abandoned their consistent stance in the “cold war” in the policy on arms trade and given priority to pursuing economic and political benefits. Its basic principle in this field is to maintain the balance of power in the interest of the United States in areas crucial to national security, to maintain the productive capacity of the state-owned military enterprises and their highly mobilized preparations, and to comply with the international norms and conventions governing weapons control so as to promote the United States Diplomatic goals.
