On October 29, the “Communique of the Fifth Plenary Session of the Eighteenth Central Committee of the Communist Party of China” (“Gazette”) was released. As the key meeting to outline the development in the next five years, the Fifth Plenary Session of the 18th Central Committee has aroused the public concern.
