民国初年,袁世凯为镇压异己势力,在京城设立京畿军政执法处,处长陆建章大搞白色恐怖。尽管对于有些重要案件,袁世凯及其属下仍要有所权衡。为加强该机构的军事威慑,袁世凯还让陆氏编成京卫军。1914年春,陆建章将京卫军主力改编成正规陆军,出京镇压白朗起义,处长遗缺由雷震春充任。袁世凯死后,掌握北京政府实权的段祺瑞将京畿军政执法处取消。
In the early years of the Republic of China, Yuan Shikai suppressed alien forces and set up a military and political enforcement office in Kyunggi in the capital. Director Lu Jianzhang vigorously pursued white terror. Although for some important cases, Yuan Shikai and his men still have to weigh. To strengthen the agency’s military deterrence, Yuan Shikai also made Lu as a member of the Jingwei Army. In the spring of 1914, Lu Jianzhang converted the main force of the Beijing Weijun Army into a regular army, and suppressed the Whiteland uprising in Beijing. The director’s absence was assumed by Lei Chun. After Yuan Shikai’s death, Duan Qirui, who mastered the real power of the Beijing government, canceled the military and political enforcement office in Gyeonggi Province.
