城乡结合部房屋租赁行为具有负外部性,需要政府规制和合作治理,村民和流动人口不主动登记租赁信息是利益冲突的产物,也是路径依赖和从众心理作用的结果,加强出租房和流动人口登记管理,需化解利益冲突,找准村民和流动人口在租赁信息、管理等方面的利益需求予以满足,以服务促管理,化被动为主动,以吸引其主动登记。广泛推广“门禁卡、视频监视器与居住证相结合”、一人一卡办法,建立多层次网格抽查制度,加大执法力度,迫使其主动登记。此外,还应采用“条码式”智能化管理等办法,方便其登记管理。
