平衡记分卡让IT部门的价值一目了然。2002年9月,JeffCampbell就任美国伯灵顿北方圣特菲铁路公司(BNSF)的CIO。当时,Campbell没有丝毫升迁的喜悦,因为BNSF的IT部门面临的难题让他怎么也高兴不起来。就在他任职前的1个月,BNSF的高层决定将一些IT服务外包给IBM,原因是他们无法理解业务平稳发展的情况下,公司的IT需求和成本却不断增加;而令他们更为恼火的是,当要求IT部门证明它到底是给BNSF创造了价值还是在浪费资源时,IT部门竟拿不出任何证据。
Balanced scorecards make the value of IT departments clear at a glance. In September 2002, Jeff Campbell acted as CIO at BNSF in Northern Burlington, United States. At the time, Campbell did not have the slightest promotion of joy, because BNSF’s IT department problems so that he was not happy. Just a month prior to his appointment, BNSF’s top executives decided to outsource some of their IT services to IBM because they were annoyed by the fact that they could not understand the business’s steady growth in IT needs and costs. The IT department could not get any evidence when it asked the IT department to prove that it created value for the BNSF or is wasting resources.
