论述了市场机制发挥作用必备的4个条件,即:不存在外部经济,不存在“公共品”,市场主体拥有完备的信息,不存在垄断。而林业产品恰恰存在外部经济和“公共品”这两个固有特点,除此之外,目前林业产业存在的信息不灵,一家进山收购木材等状况也影响着市场机制作用的发挥。在这一分析基础上,讨论了林业宏观调控的特征,具体分6个方面。
The four conditions necessary for the market mechanism to play its role are discussed: there is no external economy, there is no “public goods”, market agents have complete information, and there is no monopoly. In addition, there are two inherent characteristics of forestry products such as the external economy and “public goods.” In addition, the existing information in the forestry industry is not working well and the status of the acquisition of timber into the mountains also affects the role played by the market mechanism. On the basis of this analysis, the characteristics of forestry macro-control are discussed, specifically in six aspects.
