8月27日—30日，古巴驻华大使卡洛斯·佩雷拉和夫人一行来重庆参观访问，出席在重庆外事大楼举行的中国（重庆）—古巴对接会。28日，市委书记陈敏尔会见卡洛斯·佩雷拉大使。
中国（重庆）—古巴对接会由重庆市政府外办主办，市政府外办主任章勇武、市商务委副主任宋刚，以及市教委、市文化和旅游委、市贸促会、市进出口商会和相关区县外办、企业负责人参加。市政府外办副主任唐文主持会议。
古巴是第一个与中国建交的拉美國家，今年也是中古两国建交60周年。目前，我国是古巴第二大贸易伙伴，古巴是我国在加勒比地区第一大贸易伙伴。唐文介绍，早在2009年，重庆市与古巴的比那尔德里奥省签订了友好交流谅解备忘录，近年来，双方在经贸、医疗、旅游、生物科技等领域的合作已初见成效。“重庆造”汽车和摩托车已驰骋在古巴的街头。
宋刚介绍重庆对外开放和发展情况。重庆是中国西部地区唯一的直辖市，正处于快速发展的黄金时期。近年来，重庆与古巴在经贸、医疗等领域合作不断加强。2019年，重庆与古巴进出口总额为2266万元人民币，同比增长247%。2020年1至7月，重庆与古巴进出口总额为1288万元人民币，同比增长108%。主要出口商品是装有电驱动电动机的摩托车、锂离子蓄电池、汽车整车等。
宋刚表示，重庆与古巴合作空间广阔。重庆将争取与古巴投资促进机构适时举办线上或线下古巴国情推介会、古巴投资项目推介会。重庆将通过参与哈瓦那国际博览会投资论坛、古巴信息技术国际博览会等途径，积极为重庆汽摩、装备制造企业搭建境外营销网点、境外品牌展示中心等。
对接会上，卡洛斯·佩雷拉推介古巴经济社会发展情况和投资机遇，并一一回答现场参会企业代表提问。“今年是古中建交60周年，双方有着深厚的传统友谊。中国已成为古巴最重要的贸易伙伴、重要的技术供应商。”卡洛斯·佩雷拉说，古巴与中国在商业经济领域的合作形成了互补性。其中，在生物技术、卫生、教育、文化和旅游等领域的合作使两国人民变得更加亲近，并将双方的关系提升至更高水平。
卡洛斯·佩雷拉介绍，古巴有58条航线与世界43个城市相连，目前主要可对外出口的商品和服务有蜂蜜、咖啡、朗姆酒、雪茄、医药和生物技术产品等，涵盖旅游、健康、教育、文化等多领域。他说，古巴政治稳定，既有有利于外商投资业务发展的环境、科学和创新能力成熟的生物制药产业，还有健全的全民免费卫生系统、高质量的劳动力。“我们希望进一步拓宽外商对古巴的投资。欢迎来自中国的投资者来古巴看看。”卡洛斯·佩雷拉说。
访渝期间，佩雷拉大使还前往长安汽车集团、海扶医疗、速宾机电、重庆园博园等地参观考察。

Cuba is the first Latin American country to establish diplomatic relations with China， and this year marks the 60th anniversary of the establishment of diplomatic relations between China and Cuba. At present， China is Cuba's second largest trading partner， and Cuba is China's largest trading partner in the Caribbean region. Tang Wen， Deputy Director-General of the Foreign Affairs Office of Chongqing Municipal People's Government， introduced that as early as 2009， Chongqing signed a memorandum of understanding on friendly exchanges with Pinar del Rio province of Cuba. Chongqing， the only municipality directly under the central government in Western China， is amid a golden period of breathtaking development. In recent years， the cooperation between Chongqing and Cuba in economic， trade， healthcare and other fields has been unremittingly strengthened. In 2019， the total import and export volume of Chongqing and Cuba registered 22.66 million yuan， surged by 247% year on year. From January to July 2020， the total import and export volume between Chongqing and Cuba stood at 12.88 million yuan， up by 108% year on year. The main exported commodities are motorcycles installed with electrically driven motors， lithium-ion batteries， whole vehicles， etc.
Song Gang said that cooperation prospect between Chongqing and Cuba embraces a broad prospect. Chongqing will strive for holding online or offline Cuba country promotion conferences and Cuba investment project promotion conferences with Cuban investment promotion agencies. Chongqing will actively build overseas marketing outlets and overseas brand showcase centers for its automotive， motorcycle and equipment manufacturers via participating in FIHAV and INFORMATICA CUBA.
At the Foro China （Chongqing） - Cuba meeting， Carlos Pereira introduced Cuba's economic and social development situation and investment opportunities， and answered questions from participating enterprise representatives one by one. "This year marks the 60th anniversary of the establishment of diplomatic relations between Cuba and China， and both countries value our profound friendship. China has become Cuba's most important trade partner and important technology supplier. " Carlos Pereira added that the cooperation between Cuba and China in the field of commercial and economic areas has formed complementarity. Cooperation in the fields of biotechnology， health， education， cultural tourism has brought peoples of both countries closer and elevated the bilateral relationship to a new height.
According to Carlos Pereira， Cuba has 58 air routes connecting 43 cities in the world. At present， the main exported commodities and services include natural honey， coffee， rum， cigar， medicine and biotechnological products， covering tourism， health， education， culture and other fields. He said that Cuba's political stability not only facilitates the foreign investment business development environment， science and biopharmaceutical industry with proven innovation capabilities， but also offers a full-fledged health system free for all and high-quality labor force. "We hope to further expand foreign investment in Cuba. Investors from China are welcome to visit Cuba. " Carlos Pereira said.
During his visit to Chongqing， Ambassador Pereira also visited China Changan Automobile Group， Chongqing Haifu Medical Technology Co. Ltd.， Chongqing Subin Mechanical and Equipment Co.，Ltd. and Chongqing Garden Expo.
