流域治理工作的顺利进行与有效的法律运行是紧密相连的,在渭河流域的多年治理历程来看,人力、物力、财力等方面都有较大投入,在这其中,法律作为至关重要的一份子为渭河的治理工作保驾护航。2015年新修订的《环保法》出台后,更为渭河环境的治理提供了有力的法律指导。习总书记指出,只有实行最严格的制度、最严密的法治,才能为生态文明建设提供可靠保障,因此在渭河流域环境治理过程中应该发挥法治建设独有的作用,努力建设生态文明社会。
The smooth progress of river basin management work is closely linked with effective legal operation. In the course of many years’ governance in the Weihe River Basin, there are great investments in manpower, material resources and financial resources, among which the law is one of the most important Members of the Weihe River escort management work. After the newly revised “Environmental Protection Law” was introduced in 2015, it provided a powerful legal guide to the governance of the Weihe River. General Secretary Xi pointed out: Only by implementing the strictest system and the most stringent rule of law can we provide a reliable guarantee for the construction of ecological civilization. Therefore, we should give play to the unique role of the rule of law in environmental governance in the Weihe River Basin and strive to build an ecological and civilized society.
