县域经济是国民经济的基本单元,其持续发展是整个国民经济可持续发展的基石。山区县是县域经济发展中相对落后的一类,由于落后而容易陷入“PPE”(“生态贫困—经济落后—环境退化”)怪圈的循环,因此,山区县的经济发展必须坚持生态、经济和社会可持续发展的原则,在其自身可持续发展的条件下为全国的可持续发展提供保障和生态屏障。
County economy is the basic unit of national economy, and its sustainable development is the cornerstone of sustainable development of the entire national economy. Mountain counties are a relatively backward category in the development of county economy. Because of backwardness, mountainous counties are apt to fall into the cycle of the cycle of “PPE” (“eco-poverty-economic backwardness-environment degradation”).
