The responsibility system of contracted management of enterprises is an effective form of separating large and medium-sized state-owned enterprises in the current stage and gradually implementing the separation of the two powers. During the “Seventh Five-Year Plan” period, our company adhered to the party’s “one center, two basic points” basic line and grasped the favorable opportunity for the country’s large-scale construction and construction industry to take the lead in reform, and actively implemented various forms of contract responsibility system. It stimulated the enthusiasm and creativity of managers and employees, enhanced the vitality and vigor of the company, and achieved remarkable economic benefits. In five years, the total output value of 1725.3 million yuan was completed, 3.34 times the “6th Five-Year Plan” and 1.23 times the first 23 years (1963-1985).
