公共事务的形成与公共管理的持续,是缘于人类的联合行动。人们之所以选择合作,是因为合作能产生收益。合作秩序之所以必要,是因为它能够为合作各方带来额外收益,使他们共享或分享。作为公共组织运用公共权力通过提供公共产品的公共管理,其目的是在保护私人利益的前提下实现公共利益。如何创设制度条件使合作收益最大化以及合作收益分配的合理化,就成为公共管理的基本问题。以合作收益作为公共管理的分析框架和基础,对于合理界定公共管理的基本问题具有十分重要的意义。
The formation of public affairs and the continuation of public administration are due to the joint action of mankind. The reason why people choose to cooperate is because the cooperation can produce profits. Cooperative order is necessary because it provides additional benefits to all parties involved in cooperation so that they can be shared or shared. As a public organization that uses public power to provide public goods through public administration, its purpose is to achieve public interest while preserving private interests. How to create institutional conditions to maximize the benefits of cooperation and the rationalization of the distribution of cooperative benefits has become the basic issue of public administration. Taking the cooperation income as the analysis framework and foundation of public administration is of great significance to the reasonable definition of the basic issues of public administration.
