山西统配煤矿在生产经营及职工生活中所面临的水资源短缺问题已成为一个亟待解决的问题。一、统配煤矿水资源形势严峻水资源紧缺是一个带有全球性的普遍问题。我国是世界上的主要缺水大国,而山西又是全国最严重的缺水省份之一。生产和生活在这片严重缺水土地上的山西统配煤矿所面临的水资源供求形势是不言而喻的。山西是我国重要的能源重化工基地,具有高消耗、高污染的特点。无论是采煤、发电,还有冶金、化工,都是高耗水工业,都要消耗和污染大量的水。但是,山西的地理位置处于全国降水量较少的干旱地带,年平均降雨量只有534mm,而年平均陆面蒸发量则高达443mm。同时,地理条件也不利于雨水的储存。山西的地理条件是北高南低,东、南、西三边下陷,中部隆起,形成一个倾斜较大的台地,雨水极易流失。并且,近半个世纪,山西的天然降水量呈减少趋势。这说明山西水资源具有先天性缺乏的特点。另外,
