文章对我国非就业群体的特征进行归纳,从该群体的特点、社会保障制度与政策上的差异等方面实证分析了我国非正规就业群体参加社会保障存在的困境。在对非正规就业群体社会保障政策思路的设计方面,要注重其与就业形式相适应,要分类施策、从保障劳动者的合法权益方面进行改革。文章最后提出对非正规就业群体加强教育培训,梯次推进制度建设步伐,规范工资递增制度,建立灵活多样的社会保障缴费制度,创新管理和服务机制等实施对策。
This article summarizes the characteristics of non-employment groups in our country, and empirically analyzes the difficulties of non-regular employment groups participating in social security from the characteristics of the group, the differences in social security system and policies. In terms of the design of social security policies for informal employment groups, we should pay attention to adapting them to the forms of employment, categorizing policies and reforming the protection of workers' legitimate rights and interests. Finally, the article puts forward some countermeasures such as strengthening education and training, promoting the progress of the echelon promotion system, standardizing the wage increment system, establishing a flexible and diversified social security contribution system, innovation management and service mechanism for the informal employment groups.
