今年我省很多地区的麦田由于遭受冻、雹、风、虫等自然灾害,均发生不同程度的减产,给夏征工作增加了一定困难。但为了稳定市场物价,保障军需民食和国家对小麦的需要,今年的夏征工作又是非常重要的。因此必须认真贯彻中央「实行合理负担依法减免增产不增税」的农业税政策,加强对夏征工作的领导,并把夏征工作作为一定时期的主要工作,作到正确的贯彻政策,保证全部完成夏征任务及安全入库工作,消减人畜伤亡事故。为此,特作如下指示:
