《秘书》2014年第12期刊发了栾照钧先生的《对“若干意见”行文的再思考——意见文种使用规范探究》(下文简称“《再思考》”),文章主要提出两个观点,一是没必要区分“意见”和“若干意见”;二是用“若干意见”行文不符合公文标题的语法规范。对以“若干意见”行文这一现象笔者也曾研习,《再思考》引发了笔者进一步探究的兴趣,在此将自己的一些认识提出来和栾先生商榷,并继续求教于学界同人。
In the 12th issue of the “Secretary” in 2014, Luan Zhaojun’s “Right” Opinion, “Rethinking of Written Language - Research on the Usage of Opinions” (hereinafter referred to as “rethinking”), the paper mainly proposes Two views, one is no need to distinguish “opinion ” and “a number of opinions ”; second is “a number of opinions ” the wording does not meet the grammar norms of official document title. To “” a number of opinions, “the author of this phenomenon has also studied,” rethinking "led to the author’s further exploration of interest, here some of their own knowledge to discuss with Mr. Luan, and continue to seek advice in the academic colleagues.
