年初,笔者经历这样一件事:某基层单位一个员工生病住院。工会打算购买些慰问品前往探视,以示工会组织的厚爱与温暖。可当时,工会账户上却没有分文,不得不向行政上暂借才解燃眉之困。治国、治单位乃至持家过日子,经费使用都得先算后用,量入为出,留有余地,以备不时之需,工会经费的使用也不例外。 At the beginning of the year, the author experienced such an event: one employee of a grassroots unit became sick and hospitalized. The trade unions intend to purchase some gifts to visit, in order to show the love and warmth organized by the trade unions. At that time, however, there were no sub-accounts on the union accounts and had to excuse the administration temporarily. The rule of the country, the governing units and even the family live, the use of funds have to be considered after the first use, into the balance, leaving room for contingencies, the use of union funds is no exception.
