湖北省信访工作考核经历了从争取党政领导重视到责任上肩、考核重心经历重大变化又回归本位、定性考核指标比重逐渐减少、考核指标细化深化要求逐年提高、考核主体由部门上升到党委政府的过程。同时,信访工作考核中也存在整体规划系统性不足、指标设置客观性不够、重年终检查轻平时考评层层加码等问题。从行政管理考核指标的导向性、适度性、结果性、日常性、平衡性考虑,建议信访工作科学考核要厘清考评核心指标、精简一般性指标、合理设置指标水平、规范日常检查工作、科学运用考评结果。
