目的为核危机的早期对策提供建议,保证早期对策计划合理,实施有序进行。方法根据国内外有关法律、法规、标准和技术资料,结合近几年来对日本福岛核电站事故早期对策的研究和分析。结果阐明了核危机早期对策的特点,分析了早期对策的决策和实施过程。结论早期对策在核危机的场外应急中应受到高度重视,撤离、隐蔽和碘预防的对策实施要保持理性和冷静的态度。
Objectives To provide early response to the nuclear crisis with recommendations to ensure that early response plans are sound and implemented in an orderly manner. Methods According to the relevant laws, regulations, standards and technical data at home and abroad, combined with the research and analysis on the early countermeasures of the Fukushima nuclear accident in Japan in recent years. The results clarify the characteristics of early countermeasures in the nuclear crisis, and analyze the decision-making and implementation of early countermeasures. Conclusion Early countermeasures should be given high priority in off-site emergency response to nuclear crisis. Reasonable and calm attitude should be maintained in implementing evacuation, covert and iodine prevention measures.
