合理配置资源、促进教育公平、保护教育发展是教育财政的三大功能。本文介绍并分析了美国州政府为实现教育财政公平而采取的六种拨款模式,以期从美国中小学教育财政公平的现状和特点对我国均衡配置基础教育资源提供借鉴。
To rationally allocate resources, promote education fairness and protect educational development are three major functions of education and finance. This paper introduces and analyzes six kinds of appropriation models adopted by the US state governments for the realization of education finance fairness so as to provide reference for the balanced allocation of basic education resources in China from the current situation and characteristics of primary and secondary education finance in the United States.
