近些年来,在我国农村发生巨大而深刻的变革中,广大农村党的基层组织努力带领群众实现共同富裕,建设社会主义新农村,经受了锻炼和考验,发挥了核心领导和战斗堡垒作用,涌现出一批先进基层党组织和优秀党员。但也有相当一部分基层党组织软弱涣散,成了后进支部,有的甚至瘫痪半瘫痪。党的十三届五中全会和中央有关文件,对整顿农村后进基层党组织的工作提出了明确要求,当前关键是要抓落实。整顿好后进党组织,使它在农村基层起核心领导和战斗堡垒作用,是稳定农村的政治局势,促进农业上一个新台阶的需要,也是为农村的治理整顿、深化改革提供组织上的保证。整顿后进党组织,虽然难度比较大,但只要各地党委领导重视,认真去抓,就能收到很好的效果。河南省近年来对全省4900多个后进村支部进行了认真严格的整顿,95％左右发生了较大变化。现将他们的经验介绍给读者。
