粮食销售价格提高后,郊县的粮食补贴并未减少,财政负担也未减轻。其主要原因是:(1)粮食购销调价后,虽已达到购销同价,但县级财政负担的平价经营商品流通费和企业留利,仍要补贴。(2)饲料价格全部放开后,本市面临外地饲料的竞争,迫使一些饲料厂关闭。关停厂的人员、财产并入商业企业,使商业企业的工资、固定资产折旧和银行利息等增加,也要增加财政负担。在粮食经营转向市场调节的过渡时期,财政部门应当通过补贴,调动企业的积极性,促使企业转变经营机制,提高经济效益,增强自负盈亏、自我发展的能力。具体意见是: 一、对平价补贴实行总量控制,拨款到户。为了发挥财政补贴的积极作用,必须改变目前将粮食补贴核拨到主管部门的办法,由财政部门根据粮食经营情况控制总量,将补贴直接核拨到各个独立核算单位。(1)将粮食企

Specific comments are: First, the total amount of subsidies for parity control, funding to households. In order to give full play to the positive role of financial subsidies, we must change the current method of appropriating grain subsidies to competent departments.
