党的十七届四中全会首次提出“建立党委新闻发言人制度”。这是新形势下改善党的领导方式和执政方式的重要制度安排,具有重大的现实意义和深远的历史影响。本文简要梳理了党委新闻发言人制度的发展历程,分析了建立这一制度的重要意义,在此基础上就当前如何完善这一制度提出了对策建议。
The Fourth Plenary Session of the 17th CPC Central Committee first proposed “establishing a spokesman system for party committees.” This is an important institutional arrangement for improving the party’s leadership style and governing style under the new situation. It is of great realistic significance and far-reaching historical impact. This paper briefly reviews the history of the spokesman system of party committees and analyzes the significance of establishing such a system. Based on this, it puts forward some countermeasures and suggestions on how to perfect this system.
