讨论了电信运营企业战略转型的涵义和重大意义以及实现战略转型需要解决的问题。认为电信运营企业的战略转型,是在新兴的信息化市场环境下,由经营传统的语音产品向经营信息产品的转变,由主要靠语音产品赢得利益向主要靠信息产品赢得利益的转变。加快和推动战略转型,是保证电信运营企业可持续发展的出路所在,只有实现战略转型,才能实现可持续发展。同时认为,电信运营企业的战略转型是一个艰苦的演进过程,要搞好战略转型,就要调整企业现有的市场定位,调整企业现有的产品定位,调整现行的运营管理体制和营造良好的市场环境。
