湖北省嘉鱼县地处长江中游南岸 ,地势低洼 ,地形狭长 ,是鄂南闻名的“水袋子”。全县堤防总长 354ｋｍ ,人均堤防线近 1ｍ。近 4年 ,嘉鱼县就遭受了 3年特大洪涝灾害 ,直接经济损失达 41 .7亿元。 4年三大灾的严酷事实使嘉鱼人认识到 :江堤不固 ,嘉鱼难富 ;堤防不牢 ,水劫难逃
Jiayu County in Hubei Province is located on the south bank of the middle reaches of the Yangtze River. The terrain is low-lying and the terrain is narrow and long. It is a famous “water bag” in southern Hubei. The total length of the embankment in the county is 354km, and the per capita embankment line is nearly 1m. In the past four years, Jiayu County suffered three years of major floods and direct economic losses amounted to 4.17 billion yuan. The harsh facts of the three major calamities in 4 years made Jiayu people realize that: the embankment is not solid and Jiayu is hard to get rich; the embankment is not strong, and the floods can’t escape.
