中国现行环境统计报表制度自2012年起开始统计污染治理设施直接投资,其相对科学地将燃气、集中供热、园林绿化等虽然具有一定环境效益但主要目的并非环境保护的环境受益活动剥离出去。然而,该统计口径仍然存在不利于支撑环保投资决策与管理的两个方面的关键问题。一是无法整体反映各要素环保投资情况,与目前基于大气、水、土壤等主要环境要素污染防治的环境管理体系不相匹配。二是未将非工业企业大气污染防治、流域综合整治、农村环境连片整治、土壤污染防治、环境监管能力建设、生态保护、船舶污染防治、医疗(危险)废物处置、非生产噪声污染防治、核安全以及非核辐射治理等环境保护活动纳入统计范围。以2014年数据进行保守估算,未纳入现行统计体系的主要环境保护活动投资约占当年污染治理设施直接投资的13.6%。为更好地适应基于要素的环境管理体系,以及降低统计口径不全带来真实环保投资规模偏低的影响,亟需对现行环保投资统计口径进行优化设计。
Since 2012, China’s current environment statistics reporting system has started to make statistics on direct investment in pollution control facilities. It has relatively scientifically separated environmental benefits such as gas, central heating and landscaping which have environmental benefits but whose main purpose is not environmental protection. However, there are still two key issues that the statistical size is not conducive to supporting investment decision-making and management of environmental protection. First, it can not reflect the environmental investment of each factor as a whole, which is not compatible with the current environmental management system based on the prevention and control of major environmental factors such as the atmosphere, water and soil. Second, the prevention and control of non-industrial air pollution, integrated watershed management, contiguous rural environment improvement, soil pollution prevention and control, environmental regulatory capacity building, ecological protection, ship pollution prevention and control, medical (hazardous) waste disposal, Nuclear safety and non-nuclear radiation and other environmental protection activities into the statistical range. Based on the conservative estimates made in the 2014 data, the investment in major environmental protection activities not included in the current statistical system accounts for about 13.6% of the direct investment in pollution control facilities in the current year. In order to better adapt to the element-based environmental management system and to reduce the impact of the low real-world investment scale due to the incomplete statistics, it is urgent to optimize the statistical design of the current environmental investment statistics.
