2008年2月,世贸组织裁定中国的汽车零部件关税政策违反贸易规则,引起了人们对我国汽车产业安全问题的再度关注。改革开放30年来,关于外资引进和产业安全问题的大讨论,几乎每隔几年都要在我国发生一次。1980年争论焦点:是否应该引进外资?以市场换技术是否有必要?1988年讨论反思:外资究竟给中国带来了什么?中国是否被外资利用了?1995年外资企业大规模进入,有人惊呼“民族工业危急”。2001年中国加入世贸组织,外资全力抢滩中国。2005年底,汽车产业五年缓冲期结束前,龙永图与原机械部部长何光远之间,爆发了是否要发展中国自主品牌汽车的“何龙之辩”。全面引进外资对我国产业究竟产生了什么影响?是否真的到了威胁或影响国家产业安全的程度?《新财经》就此话题,专访了中国世贸组织研究会常务理事乔梁博士,通过剖析中国汽车产业全面合资后的现状,对产业安全问题进行系列报道。
In February 2008, the WTO ruled that China’s tariff policies on auto parts violated trade rules and caused renewed concern over the safety of China’s automobile industry. In the 30 years since the reform and opening up, the discussions on the issue of foreign investment and industrial security have taken place in our country almost every few years. Debate in 1980: Should Foreign Funds be Introduced? Market-for-technology Is It Necessary? Reflections on Discussions in 1988: What Foreign Capital Has Brought to China? Are China Utilized by Foreign Investors? In 1995, large-scale entry of foreign-funded enterprises was exclaimed “National industrial crisis ”. When China joined the WTO in 2001, foreign investment fully seized China. At the end of 2005, before the end of the five-year buffer period of the automobile industry, Long Dayu and He Guangyuan, the minister of the former machinery department, broke out the debate on whether to develop China’s own-brand cars. Whether the full introduction of foreign investment has an impact on the industries in our country and whether it really threatened or affected the safety of the country’s industries?
