东营市于1983年10月成立,是山东省辖市,也是黄河三角洲上的一座新兴石油城,总面积7,777平方公里,辖东营、河口两区和广饶、利津、垦利三县,人口150万。这里气候宜人,土地广阔,自然资源丰富,外连勃海,内控黄河,地理位置优越。全国第二大油田——胜利油田主要开发区和85％的地质储量就集中于此。东营市根据当地资源优势和开发前景,确定了自己的总体经济发展方针,即从石油勘探开发起步,大搞石油化工,逐步建立面向国内外市场的新型产业体系,积极发展科技、教育和文化事业,把东营市建设成现代化、多功能的工业港口城市。
