《森株法》第十三条规定:“各级人民政府应当制定林业长远规划。国营林业企事业单位和自然保护区,应当根据林业长远规划,编制森林经营方案,报上级主管部门批准后实行”。这充分说明编制森林经营方案的重要性。它已被用立法的形式确定下来。对这一点必须有足够的认识。否则就会犯错误。
Article 13 of the “Sentimental Law” stipulates: “People’s governments at all levels shall formulate long-term plans for forestry, and state-owned forestry enterprises and nature reserves shall formulate forest management plans in accordance with the long-term forestry planning and report them to higher authorities for approval after their implementation ”. This fully shows the importance of formulating a forest management plan. It has been set in the form of legislation. There must be enough understanding of this. Otherwise it will make mistakes.
