军队转型,人才先行。人才资源科学开发是军队建设科学发展的基础工程,也是建设信息化军队、打赢信息化战争的关键之举。本文着眼影响和制约军队人才科学开发进程的深层次问题,从人才资源开发理念、人才资源开发规划、人才资源开发效益、人才资源开发评价、人才开发责任追究等五个方面进行了深入分析,提出了对策建议,旨在推进军队人才资源开发又好又快地发展。
Army transformation, talent first. Scientific development of human resources is the basic project for the scientific development of army building and a key move for building an information-based army and winning an informatized war. This paper focuses on the deep-seated problems that affect and constrain the process of scientific development of military personnel, and gives an in-depth analysis from five aspects: the concept of human resources development, the planning of human resources development, the development of human resources, the evaluation of human resources development and the investigation of responsibility for human resources development. The countermeasures and suggestions are designed to promote sound and rapid development of military personnel resources.
