一、从我国产业结构性矛盾谈起第一、基础原材料工业滞后,加工组装工业和生活消费品工业膨胀-产出结构中的技术传导阻滞。我们曾对我国20个行业增长速度进行统计,结果表明,我国基础原材料工业滞后,而加工组装工业与生活消费品工业则膨胀。在正常的价格体系下,一类工业的增长之所以远较另一类工业增长为高,其基本的原因是:两类工业的技术进步和技术积累的速度不同,对创新的感受力不同。那么,是什么原因造成上游产业的增长远远慢于中、下游产业的增长呢?从技术进步的角度看,至少有这样两个原因: 一、需求外移。当前的情况是,前向联锁度越高的产业,外贸所占的份额越大。如黑色金属,净进口份额达24%,有色金属达18%,重化工达13%。这说明,进口对我国
