坚持集中式与分布式并举,大力推进分布式光伏发电应用,将更为有效地拓展国内光伏市场,缓解光伏制造企业面临的困难。2013年7月,国务院正式印发《关于促进光伏产业健康发展的若干意见》,明确提出了积极开拓国内光伏应用市场、加快产业结构调整和科技进步、规范产业发展秩序、加强并网管理和服务、完善支持政策等一揽子措施。资金短缺是光伏行业发展的最大羁绊。光伏电站建设不仅耗资巨大,而且回报周期较长。现在建电站,银行业贷款利率普遍较高,且贷款门槛也高,光伏企业在申请银行贷款时,除了准备资本金外,还需对贷款额提供额外等额担保。而且,中国只有少数银行能够提供10年甚至15年以上长期贷款,一般的商业银行最长只有5年,这与光伏电站的运营期限25年不符。为改善光伏行业的金融环境,相关部门曾要求国开行制定创新性金融扶持政策,但国内光伏行业融资环境的根本性改变仍需时日。

In order to improve the financial environment of the photovoltaic industry, relevant departments have asked CDB to formulate an innovative financial support policy. However, it still takes time to fundamentally change the financing environment in the domestic photovoltaic industry.
