兰州长新电表厂现有职工1400人,固定资产1100万元,是国家电度表生产行业的重点企业,也是西北、西南地区最大的专业厂。1985年以来,我厂由于不适应发展社会主义商品经济的新形势,生产经营一度很不景气,经济效益大幅度下降。1987年4月,经上级批准,我厂实行了承包经营责任制,使企业面貌发生了很大变化。4~11月份,全厂工业总产值比上年同期增长了48%,销售收入比上年同期增长了77.8%,实现利润比上年同期增长了44.4%。我厂之所以能取得这样的成绩,是因为在实行承包经营后,我们重点抓了企业内部的改革。精简机构,裁减冗员。过去,我厂机构臃肿,脱产人员过多。全厂共设了25个科室,干部和科室人员近百名。这些人工作责任不明,工资奖金却是“旱涝保收”,严重影响了一线职工的生产积极性。承包经营后,我们把工作重点放在企业领导体制的改革上,排除了重重阻
Lanzhou Changxin Electric Meter Factory has 1,400 employees and 11 million yuan in fixed assets. It is a key enterprise in the national electricity meter production industry and the largest specialized plant in the northwest and southwest regions. Since 1985, due to the fact that our factory was not adapted to the new situation of the development of the socialist commodity economy, the production and operation had been sluggish for a time, and the economic efficiency was greatly reduced. In April 1987, with the approval of the superior, our factory implemented a contract responsibility system, which greatly changed the appearance of the company. From April to November, the total industrial output value of the whole factory increased by 48% compared with the same period of last year. Sales revenue increased by 77.8% compared with the same period of last year, and profits increased by 44.4% compared with the same period of last year. The reason why our factory can achieve this kind of achievement is because after the implementation of contracted management, we have focused on the internal reform of the company. Streamline the organization and cut redundant staff. In the past, our plant was overstaffed and there were too many workers. The factory has a total of 25 departments, including nearly 100 officers and staff. The job responsibilities of these people are not clear, and the salary bonus is “drought-free and secure,” which seriously affects the production enthusiasm of frontline workers. After contracting operations, we focused our work on the reform of the corporate leadership system and eliminated many obstacles.
