渭河流域中下游不仅水资源总量紧缺,而且配置型、工程型、水质型缺水问题突出,实施洪水资源利用在河道减淤和流域防洪等方面具有显著的经济和环境效益。通过分析河道冲淤特性、确定洪灾损失标准、统计堤防建设和使用现状,结合研究区经济发展现状和土地利用特征,采用效益分摊系数法,计算渭河中下游干流洪水资源化综合效益。主要结论:(1)洪水资源利用可以减少河床泥沙淤积0.0434×108t/年,实现减淤效益6200万元/年;(2)实现防洪效益24618万元/年,其中中游1926万元/年,下游22692万元/年;(3)洪水资源化经济效益为7743万元/年,其中畜牧养殖效益1194万元/年,农业灌溉效益6549万元/年;(4)综上所述,洪水资源化综合效益为38561万元/年。
The middle and lower reaches of the Weihe River basin not only have a shortage of water resources, but also have prominent problems of water distribution, engineering and water quality. Implementation of flood resource utilization has obvious economic and environmental benefits in riverway siltation reduction and river basin flood control. By analyzing the scour and silting characteristics of the riverway, determining the standard of flood loss, counting the status of construction and use of the embankment, and combining the economic development status and land use characteristics of the study area, this paper uses the benefit sharing coefficient method to calculate the comprehensive benefit of the floodwater recycling in the middle and lower reaches of the Weihe River. The main conclusions are as follows: (1) The utilization of flood resources can reduce silt deposition in the riverbed by 0.0434 × 108t / year, and achieve a reduction benefit of 62 million yuan / year; (2) Achieve flood control benefit of 246.18 million yuan / year, of which 19.26 million yuan , And the downstream reaches 226.92 million yuan / year; (3) The economic benefit of flood resource utilization is 77.43 million yuan / year, of which the livestock breeding benefit is 11.94 million yuan / year and the agricultural irrigation benefit is 65.49 million yuan / year; (4) In summary, The comprehensive benefit of flood resource is 385.61 million yuan / year.
