京津冀地区是我国经济发展的重要增长极之一,本届政府把京津冀一体化发展作为国家战略来实施,为本地区发展带来重要机遇。阐述了京津冀区域发展概况,分析了功能不明确、分工体系未形成、区域发展不平衡、资源环境承载能力越来越差等问题,提出了加强顶层设计、明确功能定位、控增量减存量,以及推进区域协调合作和创新发展等战略思考和建议。有利于三地利用比较优势,建立互补机制,促进京津冀区域可持续发展。
The Beijing-Tianjin-Hebei region is one of the major growth poles of China’s economic development. The current government has implemented the integrated development of Beijing, Tianjin and Hebei as a national strategy, bringing about important opportunities for the development of this region. This paper expounds the general situation of Beijing-Tianjin-Hebei regional development, analyzes the problems such as the unclear function, the division of labor system, the unbalanced regional development and the ever-diminishing carrying capacity of resources and environment. The paper proposes that strengthening the top-level design, As well as strategic thinking and suggestions on promoting regional coordination and cooperation and innovation and development. This will help the three regions to make use of their comparative advantages and establish a complementary mechanism to promote the sustainable development of the Beijing-Tianjin-Hebei region.
