苹果社区开发商今典集团出资2亿元通过北京市商业银行以“贴息委托贷款”方式提供给买房人,以应对央行121号文件中的“封顶按揭”条款。苹果社区这一举动,着实给央行出了一道难题。因为在6月13日,央行出台121号文件明文规定,高层楼盘没有封顶,不能办理按揭贷款,这意味着一些期房不能进行按揭贷款销售,使想购买期房的人靠“住房贷款”买房的方式也不能实现了。今典集团苹果社区推出的这一应对措施对买房人而言,就不存在期房在建设期间不能进行按揭贷款买房的困境。据中国中央电视台的报道,开发商其实并不需要拿出2亿元全部资金,由于贷款资金与开发商出资都在同一家银行,可以滚动运作,开发商实际上只需要拿出2000万元即可。事实上,今典集团的这一做法,已经引起了银监会的高度关注。据悉,央行与银监会派出人员对今典集团进行了调查。不过,对于今典集团这种“贴息委托贷款”的做法是否合法,是否违背央行121号文件以及相关法律法规,银监会北京市银监局筹备委员会的有关人员对媒体的表态显得顿为谨慎,只是说“尚待调查研究”。
